The Council may, where appropriate, publish any decision or order made under this [Enforcement part of the Consolidated Requirements] on such terms and in such form as it sees fit and may prescribe requirements relating to the publication of intervention orders and decisions or statements of reasons given by Enforcement Committees, the Administrative Sanctions Panel or the Appeal Tribunal.
